You could end up in a situation where the fund is up against the cap for several years running and there builds up a large reserve.

If there is a deep drop in revenues, it is very difficult to accumulate substantial enough reserves to keep spending at the maximum allowed by the cap.

If you do an amnesty plan every five years, people will hold on to their money rather than pay taxes, because they know they will be able to pay up without penalties. The fact that we had a successful amnesty last year argues that we should wait at least a decade or probably 20 years to have another.
